| About the Recorder's Office: | ||
| Office Hours Monday-Friday 8:30am-12pm, 12:30pm-5pm The County Recorder is responsible for filing and recording documents that pertain to personal and real property. The Department is also required to maintain a permanent record of documents which can include, but is not limited to: deeds, mortgages, leases, easements, plats, and a variety of other miscellaneous instruments. Most of these records are open to the public and have been digitized to be viewed on computers in the office or on the North Dakota Recorders Information Network (NDRIN) website by members (see www.NDRIN.com). Request for Recorded Documents Fees: The cost for a certified copy is $5 for the first page and $2 for any additional pages, for example a five-page mortgage document would cost $13. The cost for non-certified copies is $1 per page. Please include: type of document, document number, legal description and whether you would like a certified or non-certified copy when submitting your request. Visitation Guidelines: •Refer to the visitation schedule which is posted as a “download” on the right margin of the department page •In order to be allowed a visit you must present a valid identification card oValid driver’s license oTribal ID oState ID card •Minor children must be accompanied by an adult •Visits commonly are allowed for a duration of 15 minutes •If there is any lewd behavior that takes place during your visit it will be stopped and your ability to visit in the future will be terminated •If you have minor children you are responsible to manage their behavior. If children are interrupting/interfering with other visits you will be asked to leave •If you are bringing in possessions for the inmate these can be handed to the officer that assist you. Please refer to “Inmate Property” for a list of what is allowed in the facility. •Cell phones and other digital devices are NOT ALLOWED in the facility •Weapons are NOT ALLOWED in the facility •If you bring in a purse/handbag/backpack you may be asked to return it to your car or you will be provided a locker that it must bestored in prior to your visit Visits may be denied due to the offender’s status within the facility.
Offenders that are on disciplinary status will not likely have visiting privileges.
Please do not attempt to visit with an offender when a no-contact order is in place between the two parties.
All visits are subject to recording and monitoring by staff.
*Please review our visitation schedule for an upcoming change that will take effect in January 2016. There is no longer female visitation on Saturday evening. Female visitation has been moved to Sunday afternoon for a 2-hour block of time. | ||

| HACTC provides a fingerprinting service to citizens for a fee of $10/print card. | ||
HACTC offers fingerprinting services to citizens for a fee of $10.00 per print card. Cash only and please be sure to bring the exact amount as we do not have change available. Fingerprints are often required for employment purposes and applications of various permits (i.e. conceal & carry). We offer this service on the following days & times: Tuesdays 12:30pm-3:00pm Thursdays 12:30pm-3:00pm You will need to bring a valid identification card at time of service. If you are getting fingerprints completed for employment please verify with your employer how they want the completed fingerprint cards handled. Some employers may require they are sealed in an envelope immediately after signature. HACTC DOES NOT provide mailing envelopes. | ||

PHONE CONTACT Inmates are not able to receive direct incoming calls from family & friends with this phone service. Inmates are required to make collect calls or purchase phone cards from the facility’s commissary service. Calls made to cell phones may have a tendency to disconnect. The phone service is able to detect 3-way calling and call forwarding which will automatically disconnect the call as these actions are prohibited. Collect calls cannot be made to cell phones. Collect call billing will appear on the home telephone bill of the party that the inmate contacted. As a family or friend if you experience any technical difficulties with the phone system please click on the link “SECURUS” located on the right hand side of this page. EMAIL CONTACT The facility allows for inmates to send & receive emails through TurnKey Corrections. The cost of sending an email is $.25/email. This is a very quick and cost effective way to communicate with an inmate. Click on the inmate canteen link located on the right side of the page to access this feature. You are allowed to send and receive mail from inmates housed at HACTC. Be sure to follow these simple rules or your mail will likely be rejected:

The Prison Rape Elimination Act, 2003 is a set of federal guidelines that is aimed at eliminating sexual abuse in confinement settings. As a county correctional facility we at HACTC have zero-tolerance for any acts of sexual misconduct. We are committed to preventing, detecting, and eliminating sexual abuse & harassment within our facility. Each of our team members receive training specific to PREA standards and how to respond to a PREA incident. If you are a friend or family member of an inmate that makes comments indicating he/she is being a victim of abuse please speak up immediately. You have multiple reporting options; call us at 776-2221 and speak to any staff member, write a letter to the organization, call the Pierce County Sheriff’s department at 776-5245. It is also important to understand that inmates housed at HACTC are provided with information regarding sexual assault, how to prevent it, and what to do if victimized. Inmates are given information on multiple ways to make a PREA report. Check out the links on the right side of the page Just Detention and then Domestic Violence Crisis Center located in Minot, ND. We work closely with the DVCC to help inmates that have been victimized. We will also be posting our agency policies that pertain to PREA. | ||

| A great asset of HACTC is the on-site health care services provided to inmates by our nursing staff. | ||
Per ND Century Code 12-44.1-14 HACTC shall ensure that inmates have adequate medical care. Adequate medical care means necessary treatment for a medical or health condition for which serious pain or hardship would occur if care is not given. A correctional facility may not deny adequate medical care to an inmate who does not have health insurance or does not have the ability to pay the costs of the medical or health care. HACTC provides on-site health care services to the inmates in our custody. We have a registered nurse (RN) and a licensed practical nurse (LPN) on staff. These 2 professionals provide coverage throughout the work week and they share on-call duties for after hours and weekends. Along with the nursing staff we also have a contract with a mid-level physician through the Heart of America Medical Center. This medical professional is on-site 1 day per/week for sick call and is available via phone if an emergency situation arises. Our health care professionals are instrumental in providing our staff with training in areas such as CPR, First-Aid, and responding to medical emergencies. | ||

| Volunteer Services | ||
Volunteers provide HACTC with a wonderful service when they so graciously donate their time, energy, and resources to the inmates. Volunteers play an integral role within HACTC as they deliver a service that would otherwise not be possible. Most of our volunteers provide religious services over a diverse range of denominations. We are always open to discussion regarding other possible volunteer services that you may be willing to offer. To be considered for volunteer services: 1. Must be 21 years of age or older 2. Must submit a completed volunteer application (available on-line) 3. Must successfully pass a criminal background check 4. Must attend a volunteer orientation session At time of attending the orientation session you will be provided in-depth information regarding procedure in accessing the facility, what you are allowed to possess, how to work with inmates, and practices that are not allowed. Completed volunteer applications can be dropped off at the bookingwindow or mailed in. | ||

Heart of America Correctional & Treatment Center (HACTC) Announces Credit & Debit Card Payment Options for Bail Payments
Beginning 01/07/2016 consumers who wish to make cash bail payments to HACTC may do so using GovPayNet®. GovPayNet accepts the major credit, debit and prepaid debit card brands for cash bail 24/7 on-site, online (www.GovPayNow.com) or by phone (1-877-EZBAIL5). Cardholders can make payments on their own behalf or on behalf of friends or family. They need to only have some basic information about the arrestee and the bail amount information, which HACTC can provide prior to the cardholder contacting GovPayNet. For added convenience, GovPayNet dedicated, bilingual Criminal Justice Payment Specialists are available around the clock for cardholder assistance. Cardholders pay a service fee at the time of their transaction. There are no charges to HACTC for participation in the GovPayNet service. Bail is the one payment to government that actually saves taxpayer dollars by avoiding unnecessary incarceration costs. Improving the convenience of bail transactions also reduces overcrowding, a major issue in some corrections systems. “This will help keep people who have been granted bail from needlessly spending time in jail, especially when it can be difficult for them or their families to access sufficient cash,” explained Mike Graner, Jail Administrator. “That will save our taxpayers money and improve our services.” GovPayNet accepts Visa®, MasterCard®, American Express® and Discover®. “GovPayNet differs from other electronic funds processing companies because we are also a merchant for processing bail and related card payments in the criminal justice field,” said Mark MacKenzie, CEO of GovPayNet. “We tend to complete more legal releases because our specialists work to put a card payment strategy together, even if it means using more than one card or more than one cardholder so that the amount necessary for release can be paid in full.” GovPayNet, based in Indianapolis, is a category leader in processing bail and bail-related payments by card to courts and incarcerating agencies. Cash
Cash being used to post bail can be inserted in the Turnkey kiosk located in the lobby entrance of the facility.
Bail Bonds The court may allow certain offenses to be eligible to use a bail bonding agency to post bail. Jail staff or court staff can advise you if an individual’s bail order is eligible to use a bail bonding agency.
HACTC does not advertise for, nor recommend, any particular company and you will have to contact them directly to inquire about their services and associated costs.
Credit Cards Bail can be posted using a credit/debit card by using GovPayNet. This option can be accessed either on-line or via phone. Contact information is posted at the jail along with direct links located on our website (www.piercecountynd.gov). It is your responsibility to review the terms and conditions set forth by GovPayNet if you should choose to use this service. | ||
